Rumors swirled earlier this year that Biden has also considered tapping Stacey Abrams, who lost her bid for Georgia governor last year but made headlines for alleging voter suppression afterward.Biden told CNN last month that it “would be great” to have a female running mate but declined to get into specifics, saying he did not want to be perceived as "arrogant."

What If Obama Endorses Warren?Barack Obama thinks about his brand and his legacy a lot, and he dreads what Joe Biden might do to it. This month alone, Biden mistook New Hampshire for Vermont even though the sole reason he was in that part of the country was the first-in-the-nation primary, which is famously not held in Vermont. He said RFK was assassinated in the 1970s. He said he couldn’t remember the name of the British prime minister in the midst of bragging about his foreign-policy chops. And he speculated about what it might have been like if Obama had been assassinated.This last, ghastly gaffe might be too much for Obama to take. Obama believes his brand is cool, technocratic, tightly controlled, a bit wonkish and professorial, inspirational, buttoned-down, Ivy League, definitely forward-looking. Biden is warm, free-wheeling, intellectually ungifted, frank and unguarded to the point of outright sloppiness, so old he served in the Senate alongside segregationist Democrats, and so out of touch he actually touts his friendship with these guys. Obama thought back in 2008 Biden was so old that he would never again run for president, his team strongly discouraged Biden from entering the race in the fall of 2015, and Biden’s jaw-dropping string of verbal blunders indicates a strong possibility of incipient cognitive decline.As Barack Obama surveys the Democratic contenders for 2020, he must be thinking: 1) None of these people has half my political skills but 2) Elizabeth Warren is my kind of gal. Warren is also cool, wonky, and professorial, also a Harvard product. Though she is 70, she looks younger and hasn’t displayed any signs of cognitive decline. Like Obama, she would be labeled a “historic” president. If she reached the Oval Office, he wouldn’t have to cringe every time she opened her mouth. He wouldn’t have to worry that her back-slapping tendencies would allow her to get rolled by Mitch McConnell. He trusts her so much that he let her guide one of his signature achievements, setting up the Consumer Financial Protection Bureau.One poll released in late August gave Warren a one-point lead over Biden. Two other polls released in the second half of August show her within three points of Biden. True, most others give him a double-digit lead, and some have her in third place, albeit narrowly, behind Bernie Sanders. Yet she’s close enough that Obama must be wondering if his endorsement could vault her into the lead position.What then? Like everyone else on earth, Obama notices that Biden looks like a much stronger candidate than Warren in a matchup against Trump. Warren might well be Hillary 2.0: She’s off-putting. She’s smug. She’s . . . a she. Polls show Democrats are extremely worried that the American people won’t accept  a woman president. The more she uses words like “My Daddy” and ostentatiously drinks beer, the less relatable she is. It’s hard to imagine the American people are thinking, “Yes, this is the voice I want to listen to every day for the next four years.”So there would be risk involved in backing Warren. But from Obama’s perspective, there’s also risk involved in Biden’s becoming president and embarrassing him every day. Maybe even, in his dotage, Biden might let what’s left of the Obama legacy slip away. If Obama thinks like most Democrats, he probably believes that nonsensical hullabaloo about email servers, not Hillary Clinton’s deficiencies as a candidate or sexism, was what cost her the presidency.Obama proved to be a failure at almost everything except getting Obama elected to office, but he is not a man notable for a modest view of his own skills. He must be thinking his star power could restore black turnout to levels approaching where it was when he was on the ballot. He must be thinking that with a push from him, and a little help from his turnout wizards, Elizabeth Warren could avoid Hillary Clinton’s errors and enter the White House.If Obama were to endorse Warren, the 2020 Democratic primaries would be upended, and Obama would be praised for lighting a path to a genuinely progressive presidency. And if Biden won the nomination anyway, no biggie: Obama could simply campaign for him in the general election and settle for a less-than-ideal Democratic presidency. I’m guessing Obama comes out strong for Warren.

The president has repeatedly objected to the amount of federal disaster aid spent to help the American citizens there recover from the hurricanes that have ravaged their home.But while the president has begrudgingly signed legislation to send billions of dollars to Puerto Rico, he has also privately tried to add conditions to that support. According to three people with direct knowledge of the discussions, Trump has pushed administration officials to tie hurricane relief funding to Puerto Rico to reforms the government there takes to crack down on public corruption.“This was one of the things he was fairly precise and articulate on... If they are asking for this many billions of dollars and you are saying it is exponentially more than ever, he said, and this is a quote, ‘We should tie it to legislation with anti-corruption measures,’” said a former senior Trump administration official. The ex-official said it was not clear why the idea of conditioning Puerto Rico aid didn’t seem to go anywhere. But Trump, this former official added, “was passionately consistent on this topic.”Trump’s desire to tie disaster relief aid to anti-corruption measures in Puerto Rico could end up becoming relevant again as the archipelago has just braced for another storm season. Though Hurricane Dorian only grazed Puerto Rico as it made its way towards the eastern seaboard of the United States this week, its path previously had the island taking a direct hit, prompting Trump to complain publicly about corruption and his own personal grievances. The White House did not immediately respond to requests for comment on this story.There are traditionally three buckets of disaster relief. The first is direct financial assistance for those who don’t have insurance. The second is resources to state and local municipalities to increase services right after a storm. And the third is for long-term recovery and preparedness.Experts say that it is not uncommon for conditions to be added to that third tranche. But those conditions are explicitly about improving the resilience of certain communities to future events. And those who have worked in the field before say it would be counterproductive if not unethical to tie disaster funds to alternate political objectives. “I think that if you are predicating providing assistance to people who are U.S. citizens based off of some sort of political belief, that’s wrong,” said Peter Boogaard, who served as the Department of Homeland Security Deputy Assistant Secretary under President Barack Obama. “When someone's house is on fire or a tree has landed on it, you should put out the fire and help those people immediately. Structural political changes should not be a condition for disaster assistance.”Angry That People Think He Doesn’t Care About Puerto Rico, Trump Spends Weekend Golfing and Hate-TweetingFor Trump, however, Puerto Rico has been an object of years-long scorn. He has publicly feuded with the mayor of San Juan, and one former White House official recalled Trump complaining about how corruption on the island (including as it pertained to aid money) was even more egregious than it is in Democratic-controlled cities, which Trump also routinely trashes. In that context, the ability to leverage disaster aid for political reform has proven appetizing. The president has talked about making these demands as far back as late 2017, sources noted, and continued to internally push for these types of conditions for Puerto Rico relief well into this year. Michael Caputo, a former Trump adviser who is in Puerto Rico working with The Attenure Group on recovery efforts, said in a brief interview this week that he agrees with the president on this, and that “corruption is often more destructive than hurricanes.” Caputo added that he has talked about this kind of conditional aid during conversations with Puerto Rican politicians who wanted to understand what they should expect from Trump.“This summer, leaders in Puerto Rico talked [to me] about President Trump wanting aid tied to reform as a reality, not a concept,” he said. “When they asked, I didn’t disabuse them of the notion. Instead, I told them they can expect this kind of initiative from the Trump White House.”On Capitol Hill, however, many hold less sanguine views on Trump’s approach to Puerto Rico. Democratic lawmakers have spent the past two years criticizing the president for exacerbating the island’s suffering through the administration’s management of the relief efforts there and they have launched oversight investigations into those efforts. But the oversight has been met with stonewalling, they say.Rep.
